VIDEO SURVEILLANCE POLICY

Select public areas of the library are under video surveillance for the safety and security of visitors and staff. KHCPL strives to maintain a balance between patron and staff privacy and the security of all our visitors.

  • A live video feed should be made accessible to limited staff (Security, the person in charge, IT, and Department Heads) for the purposes of maintaining a safe and secure environment. The Annex will have a live video feed of the exterior of the building only that is accessible to all staff in that building. Live video shall not be used to watch other staff. Monitoring of the video feed will not be used to target patrons based on personal characteristics, such as race, gender, ethnicity, age, disability, or socioeconomic status.
  • Video records are not to be used to identify the activities of individual library patrons except as viewed in relation to suspected criminal activity, suspected violation of library policy, or incidents where there is reasonable basis to believe a claim may be made against the library for civil liability.
  • Video records may be used to assist law enforcement agencies in accordance with applicable state and federal laws but will not be released to the public. If the video is known to focus on a minor child, law enforcement must provide a court order or written permission of the child’s parent or guardian. Only the Director, Assistant Director, or Head of Technology and Facilities can authorize the release of any video recorded information to law enforcement agencies.
  • Video may be used by KHCPL security staff to recognize and identify possible offenders and incidents, and such information may be shared with other staff.
  • Use of the “playback” feature is restricted in use to staff in Security, IT, Library Director and Assistant Director, Head of OCD, Head of Branches, and anybody specifically designated by the Director. No other staff should access this information for their own purposes or for the purposes of the public.
  • Personal video surveillance (aka NannyCams) cannot be installed and used by employees for their own purposes. The only video surveillance allowed is for purposes of security and safety and installed and maintained by the IT department and Security.
  • Library employees are subject to employment policies, procedures, and guidelines. In the event it becomes necessary, Supervisors and HR may use video recordings or still images to resolve grievances, complaints, and performance issues.
  • Violations of this policy by employees may result in disciplinary action.
  • Guidelines for placement of cameras:
    • Cameras will be placed in most public areas for the limited use of safety and security.
    • Cameras will not be placed in areas where there is an expectation of privacy, such as restrooms, breakrooms, and private offices.
    • Notices are posted at library entrances informing patrons that video surveillance is being performed at the library.
    • Cameras are not continuously monitored, and patrons and staff should still be aware of their situation for safety purposes and to avoid theft of personal property.
    • The purpose of the camera system is for video only. No sound will be allowed to be heard or recorded. For cameras equipped with microphones, the sound will be disabled.
    • Cameras will not be placed in such a way as to capture patron or staff’s reading, viewing, or listening activities within the library.
    • Camera locations will not be changed without the permission of the Director, Assistant Director, Chief of Safety and Security, or Head of Facilities and IT.
  • Images are stored digitally. Generally, no video will be digitally saved after 30 days per the Indiana State Retention Schedule GEN 10-43. The Director can designate recordings of incidents that may be kept as long as considered necessary.
